Resolution Adopted by “Manipur Kanba Khongchat” (March to Save Manipur)

On 31 January 2026, the people of Manipur assembled under the banner of Manipur Kanba Khongchat (March to Save Manipur) to register their collective protest against the prolonged crisis affecting the state since 3 May 2023. Organised by the Coordinating Committee on Manipur Integrity (COCOMI),

the march culminated in the adoption of a formal resolution outlining key demands related to constitutional governance, human rights, territorial integrity, and the safe return of internally displaced persons.

The resolution reflects widespread public concern over the continued breakdown of governance, persistent human rights violations, and the framing of the crisis as “ethnic conflict.” It calls for accountability, transparency, and decisive action to restore peace, justice, and democratic order in Manipur.

Preamble

We, the people of Manipur, assembled on 31 January 2026 under the banner of “Manipur Kanba Khongchat”, register our collective protest against the prolonged and deliberately mismanaged crisis imposed upon Manipur since 3 May 2023.

Now in its 32nd month, the crisis reflects the failure of constitutional governance, deliberate policy paralysis, and the continued victimisation of the people of Manipur under the false narrative of “ethnic tension”.

This march stands as a final assertion against India’s proxy war policy, systematic subjugation, human rights violations, and the erosion of Manipur’s territorial integrity, democracy, and human dignity.

Resolutions

1. End India’s Proxy War Policy and Abrogate the Deceptive SoO Agreement

The people of Manipur unequivocally condemn the proxy war policy of the Government of India being pursued in Manipur and demand the abrogation of the Suspension of Operations (SoO) agreement.

The SoO has legitimised, shielded, and sustained armed foreign-linked narco-terrorist groups in the hill areas of Manipur. This policy has normalised terror, paralysed governance, enabled armed domination of civilian spaces, and deliberately prolonged instability, reducing Manipur into a managed conflict zone at the cost of indigenous lives, land, and constitutional authority.

2. Rejection of the “Ethnic Conflict” Narrative and Recognition of Gross and Persistent Human Rights Violations

This rally categorically rejects the deliberate mischaracterisation of the Manipur crisis as mere “ethnic tension”.

Since 3 May 2023, the people of Manipur have been subjected to systematic and gross human rights violations, including targeted killings, terror attacks, IED blasts, forced displacement, destruction of civilian settlements, denial of security, and selective application of law.

These violations have been enabled through state inaction, selective enforcement, and institutional complicity, constituting a grave assault on constitutional rights, human dignity, and the rule of law.

3. Safe, Dignified, and Time-Bound Return of Internally Displaced Persons (IDPs)

The Government of India must ensure the immediate, safe, dignified, and time-bound return of all Internally Displaced Persons (IDPs) to their respective homes.

This must include full security guarantees, rehabilitation, livelihood support, and permanent protection from renewed terror and displacement.

4. Dismantling of Chin-Kuki Narco-Terrorist Networks and Cross-Border Terror Infrastructure

The Government of India must take decisive and uncompromising action to dismantle and neutralise Chin-Kuki narco-terrorist networks operating in Manipur.

This includes their armed structures, illegal opium poppy cultivation, financing channels, logistical bases, and cross-border linkages with Myanmar, without selective enforcement or political appeasement.

5. Accountability, Transparency, and Restoration of Constitutional Governance

Political, administrative, and command responsibility must be fixed for the outbreak, continuation, and escalation of violence since 3 May 2023, including attacks on IDP resettlement areas.
