Government Communication on IDP Resettlement: Key Points and Ground Concerns

The Government of Manipur has issued a detailed communication and press release outlining its position on the rehabilitation and resettlement of Internally Displaced Persons (IDPs). The documents reaffirm that resettlement remains a stated humanitarian priority and describe a phased approach linked to security conditions, infrastructure readiness, and fund availability.

According to the government, a ₹523 crore Resettlement and Rehabilitation Package has been announced, with resettlement planned in three phases. These include families with partially damaged homes, beneficiaries under PMAY-G within their districts, and families requiring inter-district relocation between the Valley and Hill areas. The communication also highlights the shift to Direct Benefit Transfer (DBT) from November 2025, along with continued support for healthcare, education, and livelihood schemes.

The documents further state that security assessments are being conducted at proposed resettlement sites and that resettlement will proceed only where long-term safety and stability can be ensured. Funds have reportedly been released for house construction and repair, and monitoring committees have been constituted at both state and district levels.

While these assurances are noted, it is important to underline that for thousands of displaced families, resettlement is not merely a policy framework or phased plan. It is about returning home with dignity, safety, and trust. Delays, lack of clear timelines, and gaps between official statements and lived realities continue to cause deep anxiety among IDPs.

COCOMI reiterates that genuine rehabilitation must be transparent, time-bound, and rooted in the consent and confidence of displaced communities. Peace, security, and normalcy cannot be declared on paper alone. They must be felt on the ground by every displaced family still waiting to go home.
