COCOMI Files Formal Complaint Over Torbung Firing and Bombing Incident

The Coordinating Committee on Manipur Integrity (COCOMI) has formally approached the Superintendent of Police, Bishnupur District, seeking immediate legal action in connection with a serious firing and bombing incident that took place in the Torbung area on the evening of 16 December 2025.

What Happened at Torbung

At around 8:30 PM on 16 December 2025, residents of Torbung and nearby localities were subjected to indiscriminate firing followed by bombing. The sudden attack created widespread panic among civilians and posed a direct threat to life and property. The nature, intensity, and coordination of the assault indicate a premeditated act of violence.

According to the complaint submitted by Dipanjit Ningthoujam, Coordinator, Legal Cell, COCOMI, the attack is suspected to have been carried out by armed Kuki militant elements operating in and around the Torbung area.

The incident constitutes grave cognizable offences and attracts provisions under the Indian Penal Code, the Unlawful Activities (Prevention) Act (UAPA), the Explosive Substances Act, and other applicable laws.

Concern Over Public Statements Justifying Violence

COCOMI has also raised serious concern over a public statement issued shortly after the incident by Mr. Ginza Vualzong, a leader of the Kuki-Zo Council.

Instead of condemning the violence, the statement reportedly attempted to justify the firing and bombing through unverified and inflammatory allegations.

  • Rationalising and legitimising acts of terror
  • Deflecting responsibility through baseless claims
  • Issuing anti-peace and provocative remarks capable of inciting further violence and disturbing communal harmony

COCOMI has stated that such conduct may amount to abetment and incitement of violence and warrants investigation under relevant penal provisions.

Fixing Responsibility

In its complaint, COCOMI has urged authorities to examine and fix responsibility on:

  • The armed perpetrators directly involved in the firing and bombing
  • Individuals or organisations that publicly justify, endorse, or incite such acts of violence, including leadership figures of the Kuki-Zo Council

COCOMI’s Demands

COCOMI has formally requested the Bishnupur District Police to:

  1. Register an FIR immediately regarding the Torbung firing and bombing incident
  2. Identify, apprehend, and prosecute all those responsible
  3. Investigate the public statement issued by Mr. Ginza Vualzong for offences related to incitement, abetment, and promotion of enmity
  4. Deploy adequate security forces in the affected areas to prevent further violence
  5. Take all necessary steps to restore peace, protect civilians, and uphold the rule of law

Standing for Justice and Peace

COCOMI has reiterated that the complaint is submitted in the interest of justice, public safety, and the maintenance of peace in Bishnupur district. The organisation has called upon the authorities to act firmly and impartially to ensure accountability and prevent further escalation of violence.
